 \ncomplex. Global health efforts overlap\, results are fragmented\, and\na
 ctivities do not align with country priorities and capacities.\nMoreover\,
  global health funding and interventions are skewed toward\nemotional\, hi
 gh-visibility events (e.g. the Asian tsunami)\,\ndiseases that capture the
  public's imagination (e.g HIV/AIDS)\, and\ndiseases with the potential fo
 r rapid global transmission (e.g.\nSARS and pandemic influenza). Instead\,
  what is truly needed is to\nmeet basic survival needs for the world's mos
 t disadvantaged people\nand to focus on creating and sustaining effective 
 health systems.\nIn this lecture\, Professor Gostin will make an innovativ
 e proposal\nfor a Framework Convention on Global Health currently under\nd
 iscussion at the WHO and World Bank.\n
