SOPFEU is a non-profit organization established under Part III of the Companies Act. It was created in 1994 through a partnership between the Gouvernement du Québec and the forestry industry to serve as the government's operational arm in wildfire prevention, detection, and suppression. It emerged from the unification of seven regional conservation corporations that had been responsible for forest protection since 1972.

Fondée en 1924, l’Union des producteurs agricoles (UPA) est une organisation syndicale professionnelle qui représente les 42 000 productrices et producteurs agricoles, ainsi que tous les producteurs forestiers du Québec. Forte de ses 12 fédérations régionales et 25 secteurs de production, l’UPA est partout à travers la province. En tant que voix officielle des agricultrices et agriculteurs, elle a pour mission de promouvoir, défendre et développer les intérêts professionnels, économiques, sociaux et moraux de ses membres. À travers ses actions, l’UPA œuvre à soutenir une agriculture durable, dynamique et ancrée dans les régions, tout en contribuant à la vitalité des communautés.

The UPA is made up of 150 specialized regional and provincial groups, 90 local unions, and 12 regional federations. It has a dual structure: according to the geographical territory to which the producers belong, it is the "general sector," and according to the type of agricultural production they carry out, it is the "specialized sector."
