 s energy budget plays an essential role in determining climate change whic
 h is crucial to humanity’s survival and sustainable development of the Ear
 th. Downwelling longwave radiation emitted by the atmosphere is one of the
  most important parts of Earth’s surface energy budget. As a ground measur
 ement\, Atmospheric Emitted Radiances Interferometer (AERI) can detect the
  downwelling IR spectra emitted by atmosphere at high temporal and spectra
 l resolution continuously\, no matter day or night\, which provides us a w
 ealth of data on the climate change\, clouds\, aerosols\, atmospheric prof
 iling\, trace gases\, and other important atmospheric parameters.\n\nIdent
 ifying the nature and pattern of the variability of downwelling spectral i
 nfrared radiances is important because these fluctuations give rise to the
  change of surface energy balance and can help us understand the downwelli
 ng radiation variability in relation to meteorological fields. Thus\, we f
 irst classify the sky to clear sky or cloudy sky using a neural network an
 d then examine the trends and interannual variability in DLR at SGP. We fi
 nd that maybe 22 years are not long enough to detect the trends in DLR at 
 most wavenumbers. We also determine the relationship between the interannu
 al changes of DLR for clear sky winter case and meteorological fields such
